For allegedly disrespecting its house Committee on education during the 2022 budget defense last week, Bauchi State House of assembly has passed a vote of no confidence on the Commissioner of the ministry, Dr. Aliyu Usman Tilde.
The decision was contained in a summary of the house special plenary made available to our corresspondent by the Spokesperson of the Speaker, Comrade Abdul Ahmad Burra on Monday.
According to the summary, the special plenary was presided over by the Speaker of the assembly, Rt. Honourable Abubakar Sulaiman on Monday, adding that the decision was reached following a motion moved under matters of urgent public importance by the Chairman of the House Commiitee on Education, Hon. Babayo Muhammad.
The summary of the plenary added that the decision was reached after a brief debate by members of the house who unanimously passed vote of no confidence on the commissioner.
The house while directing the Permanent Secretary of the Ministry to continue with the budget defense, also announced the withdrawal of the confirmation of Dr. Aliyu Usman Tilde as Commissioner and Member of the Bauchi State House of Assembly issued on 17th August 2021.
Hon. Babayo Muhammad who is the member representing Hardawa Constituency had according to the summary of the plenary, informed the House of how the Commissioner allegedly disrespected members of his Committee during the budget defense of his ministry.
According to the Chairman, “the Commissioner was supposed to come at 10 am on Friday to defend the budgetary allocation to his Ministry but decided to come one hour late and was entertained despite keeping us waiting”.
“While we were trying to explain ourselves to him, he interfered and enquired who we are? We informed him that we are legislature and another arm of government he still kept asking who we are”, The Lawmaker said.
He said as a result of that, the Committee asked him to go pending when he realized that they are something before he should come back for the defense.
Honorable Muhammad said, in view of the act of the disrespect meted on them, the Committee recommended that the Honourable House should pass vote of no confidence on the Commissioner.
The Committee also recommended that the assembly direct Permanent Secretary of the Ministry to continue with the Budget Defense and withdraw the confirmation of Dr. Aliyu Usman Tilde as Commissioner and Member of the Bauchi State Executive Council.
The assembly described the action of the commissioner as an unfortunate one, noting that such attitude if not checked is capable of jeopardizing the good working relationship between the Assembly and the government.
The house added that the action of the Commissioner shows that he is not a good ambassador of the Government.
It therefore, resolved that the ministry should continue with the Budget defense under the permanent secretary as according to them, it belongs to the people.
